The 52 children are only part of the total 422 that were adopted internationally<br \/>\nin the range noted. They arrived in Canada (1), Cyprus (1), France (3), Greece (6), Israel (27), U.S. (7) and Italy (7).<br \/>\nRepresentatives of the Romanian Office for Adoption confirmed that these reports were received, despite insistence by<br \/>\ncountries where children were adopted. <!--more-->Alina Maher, TIME lawyer, told us that, under Ordinance no. 25\/1997, the child gave<br \/>\nto national or international adoption monitored for two years. &#8220;When foreign bodies came to authorization,<br \/>\nhe took this commitment, which, moreover, was made and adoptive families, &#8220;said Alina Maher us. Unfortunately,<br \/>\nthere is no penalty for those who have not fulfilled their commitments: &#8220;The Romanian state can not impose sanctions on<br \/>\nforeign soil, &#8220;added our interlocutor.<br \/>\nRomania is on top in terms of number of children put on international adoption. Cei 52 de copii sint doar o parte din totalul de 422 care au fost adoptati international<br \/>\nin intervalul amintit. Ei au ajuns in Canada (1), Cipru (1), Franta (3), Grecia (6), Israel (27), SUA (7) si Italia (7).<br \/>\nReprezentantii Oficiului Roman pentru Adoptie au confirmat ca aceste rapoarte nu s-au primit, in ciuda insistentelor catre<br \/>\ntarile unde au fost adoptati copiii. Alina Mahera, juristul ORA, ne-a spus ca, in baza Ordonantei nr. 25\/1997, copilul dat<br \/>\nspre adoptie nationala sau internationala se monitorizeaza timp de doi ani. &#8220;Cind organismele straine veneau la autorizare,<br \/>\nisi luau acest angajament, care, de altfel, era asumat si de familiile adoptatoare&#8221;, ne-a declarat Alina Mahera. Din pacate,<br \/>\nnu exista nici o sanctiune pentru cei care nu si-au indeplinit angajamentele: &#8220;Statul roman nu poate sa aplice sanctiuni pe<br \/>\nun teritoriu strain&#8221;, a adaugat interlocutorul nostru.<br \/>\nRomania se afla pe primele locuri in ceea ce priveste numarul de copii dati in adoptii internationale.
