ACT’s \u00a0letter from The Hague Conference to the Ministry of Justice of the Netherlands: \u00a0HERE<\/a><\/p>\n From:\u00a0Roelie Post<\/strong> <info@againstchildtrafficking.org<\/a>> Dear Madam\/Sir,<\/p>\n We refer to the article ‘Overseas adoptions rise –for black American children’<\/a> as published on the website of CNN on 17th September 2013.<\/p>\n The article quotes experts as stating that the US laws allow birth mothers to choose the adoptive family of their children.<\/p>\n However, by letter of 11 December 2008<\/a>, the Secretary of the Permanent Bureau of the Hague Convention informed the Dutch Government that the birth mother’s preference for intercountry adoption cannot override the subsidiarity principle.<\/p>\n We hereby kindly request you to address this issue and to keep us informed of any actions taken.<\/p>\n We also seek your opinion on a related issue:\u00a0concurrent planning, where in- and out-of-country options are explored simultaneously.
