The United States ratified the Hague Adoption Convention in 2008. Against all expectations, American children remained available for intercountry adoptions. Most such adoptions concern newborns who are relinquished by their American mothers directly to foreigners. The Secretary of the Hague Conference, Ms. Jenny Degeling, informed the Dutch authorities<\/a> that this would be a breach of the subsidiarity principle (any other suitable in-country care comes before intercountry adoption). Nevertheless the US is now the second biggest sending country to the Netherlands, right after China. <\/p>\n

France has now also come to an agreement with the US. Adoptions from the US Federal Foster Care<\/strong>:<\/p>\n

Translation<\/strong><\/p>\n

“The American children who can be adopted by a French family are children of 6 year and older. In situations of danger, they have been removed from their biological families by the American social services and placed with foster families in the framework of the Federal “Foster Care”.
\nApplicants for adoption therefore must have been an agreement to adopt an older child or a sibling group.
\nHowever, referrals of younger children are not excluded, when it concerns children in care.”<\/p>\n

From website French Central Authority = Ministry of Foreign Affairs:<\/strong><\/p>\n

“Les enfants am\u00e9ricains susceptibles d\u2019\u00eatre apparent\u00e9s \u00e0 une famille fran\u00e7aise sont des enfants \u00e2g\u00e9s de 6 ans et plus. En situation de danger, ils ont \u00e9t\u00e9 retir\u00e9s \u00e0 leur famille biologique par les services sociaux am\u00e9ricains et plac\u00e9s dans le cadre du programme f\u00e9d\u00e9ral \u00ab Foster Care \u00bb dans des familles d\u2019accueil.
\nLes postulants \u00e0 l\u2019adoption doivent donc disposer d\u2019un agr\u00e9ment pour un enfant ou une fratrie d\u2019enfants grands.
\nToutefois, des apparentements avec des enfants plus jeunes ne sont pas exclus, d\u00e8s lors qu\u2019ils s\u2019agit bien d\u2019enfants plac\u00e9s.”<\/p>\n
