{"id":5578,"date":"2015-12-16T11:21:19","date_gmt":"2015-12-16T11:21:19","guid":{"rendered":"http:\/\/www.againstchildtrafficking.org\/?p=5578"},"modified":"2015-12-16T11:21:19","modified_gmt":"2015-12-16T11:21:19","slug":"hse-knew-of-%e2%80%98quasi-illegal%e2%80%99-bessborough-adoptions-in-2011","status":"publish","type":"post","link":"https:\/\/old.againstchildtrafficking.org\/archive\/hse-knew-of-%e2%80%98quasi-illegal%e2%80%99-bessborough-adoptions-in-2011\/","title":{"rendered":"HSE knew of \u2018quasi illegal\u2019 Bessborough adoptions in 2011"},"content":{"rendered":"<p>Source: <a href=\"http:\/\/www.irishexaminer.com\/ireland\/hse-knew-of-quasi-illegal-bessborough-adoptions-in-2011-371680.html\">http:\/\/www.irishexaminer.com<\/a><br \/>\nWednesday, December 16, 2015<br \/>\nBy Conall \u00d3 F\u00e1tharta<br \/>\nIrish Examiner Reporter<\/p>\n<p>A senior HSE social worker revealed in 2011 that Bessborough Mother and Baby Home files contained information on the \u201cquasi-illegal deportation and adoption\u201d of children to the USA, Britain, and Australia.<\/p>\n<p>The revelation is contained in a business plan prepared by principal social worker in the South Lee region, Pat O\u2019Dwyer, in 2011 in preparation for the HSE\u2019s takeover of about 15,500 adoption files from the Sisters of the Sacred Hearts of Jesus and Mary Order which ran the Bessborough, Sean Ross Abbey, and Castlepollard Mother and Baby Homes.<\/p>\n<p>Mr O\u2019Dwyer pointed out that the natural mothers and adopted people had been \u201cbadly treated, rebuffed, misled, and in many cases dishonestly misdirected\u201d when seeking information.<\/p>\n<p>\u201cThe reality is the intercountry and other groups get a priority service over them. This group within the Bessborough group, from my recent direct experience, have been treated badly, rebuffed, misled, and in many cases dishonestly misdirected.\u201d<!--more--><\/p>\n<p>\u201cIt is my view that they now deserve some respect, support, and to be given a quality social work service, so that they can end their days having had their needs met like our own HSE clients. Is this too much to ask in this climate for this client group?\u201d he said.<\/p>\n<p>The plan, released under freedom of information, also reveals concerns that the HSE did not have sufficient staff or resources to deal with the volume of tracing requests it was receiving on foot of the transfer.<\/p>\n<p>\u201cThese Bessborough files contain both American, UK, and Australian adoptions, often with poor or no information given to them about their quasi-illegal deportation and adoption abroad, so they are seeking a tracing\/information service. Many who contact our service are extremely angry and frustrated, and if no service is to be provided to them, this will obviously escalate both privately and publicly.\u201d<\/p>\n<p>Mr O\u2019Dwyer points out that it was inevitable that \u201cadverse PR and publicity\u201d would arise unless a \u201csubstantive staffing and resource input\u201d was provided. He said that the view of the Department of Health and HSE management that two whole time equivalent posts had been allocated to deal with transfer of files \u201ccould not be further from the truth\u201d.<\/p>\n<p>Mr O\u2019Dwyer concluded by pointing out that, although the HSE was taking possession of the files, the reality was that it could not offer \u201cany real and quality service\u201d to the thousands of natural mothers and adopted people that would contact it seeking information.<\/p>\n<p>\u201cYes, the files are coming, hopefully they will be separated to their relevant geographic patch,\u201d he said.<\/p>\n<p>\u201cWe will restructure our local service to provide a skeletal service to the new files, with great difficulty, which will not make their users very happy. The public media will inevitably take this on board, as is already happening.<\/p>\n<p>\u201cIt will be really difficult to give any real and quality service to these new clients, which is very sad.
