Should family bonds be broken. Are such decisions too easily taken?<br \/>\nIs adoption a child protection measure? <\/p>\n<p>Or are there better, less intrusive ways to protect children and help families stay together. <\/p>\n<p>The question needs to be asked if the EU has, and should have, the legal competence to regulate cross-border adoptions.
