Deputy Prime Minister and Minister of Foreign Affairs Didier Reynders announces that the Ugandan government has given its approval for the departure of four adoption children to Belgium. This decision allows for the Ugandan children to leave Kampala soon with a humanitarian visa to our country, together with their parents.<\/p>\n

The Minister thanks the Ugandan government for this decision, and in particular President Yoweri Kaguta Museveni, who he met on 22 September in the margins of the General Assembly of the United Nations in New York. During his meeting with the Ugandan President, Minister Reynders mentioned the case of these four adoption children.<\/p>\n

Didier Reynders is happy that the parents will soon be able to return home together with their children. Too long they lived in uncertainty.<\/p>\n

The Ugandan and the Belgian governments were in constant consultation. A first group of six children received the permission to leave the country and their visas at the end of August. They already arrived in our country.<\/p>\n

For the four other children, the legal situation was different. Their applications had been filed after the entry into force of the new adoption law. This law limited the possibilities for foreigners to adopt a Ugandan child or to obtain custody. Therefore a solution in accordance with Ugandan and Belgian legislation had to be found.<\/p>\n

The Belgian embassy in Kampala remains ready to assist the parents for administrative and practical help in the handling of this procedure.<\/p>\n

Didier Reynders tevreden met goedkeuring Oegandese overheid voor vertrek adoptiekinderen
\nVicepremier en minister van Buitenlandse Zaken Didier Reynders laat weten dat de Oegandese overheid haar goedkeuring heeft gegeven voor het vertrek van vier adoptiekinderen naar Belgi\u00eb. Daardoor kunnen de Oegandese kinderen binnenkort vanuit Kampala samen met hun ouders met een humanitair visum naar ons land komen.<\/p>\n

De minister bedankt de Oegandese overheid voor deze beslissing en dan vooral president Yoweri Kaguta Museveni, met wie hij op 22 september een onderhoud had in de marge van de algemene vergadering van de Verenigde Naties in New York. Tijdens zijn ontmoeting met de Oegandese president had de minister de zaak van deze vier adoptiekinderen ter sprake gebracht.<\/p>\n

Didier Reynders is blij dat de ouders binnenkort met hun kinderen naar huis zullen kunnen komen. Ze hebben te lang in onzekerheid geleefd.<\/p>\n

De Oegandese en Belgische overheden hebben de hele tijd overleg gepleegd. Een eerste groep van zes kinderen kreeg eind augustus de goedkeuring en de visa en is intussen in ons land.<\/p>\n

Voor de vier andere kinderen was de juridische situatie verschillend, omdat hun dossiers na de inwerkingtreding van de nieuwe adoptiewet waren ingediend. Door die nieuwe wet werden de mogelijkheden voor buitenlanders om een Oegandees kind te adopteren of om voogd te worden ingeperkt. Daarom moest er een oplossing worden gevonden die in overeenstemming was met het Oegandese en het Belgische recht.<\/p>\n

De Belgische ambassade in Kampala blijft ter beschikking van de ouders voor administratieve en praktische hulp bij de afhandeling van deze procedure.<\/p>\n

\nLe Vice-Premier Ministre et Ministre des Affaires Etrang\u00e8res Didier Reynders fait savoir que les autorit\u00e9s ougandaises ont donn\u00e9 leur accord pour le d\u00e9part de quatre enfants adoptifs vers la Belgique. Les enfants ougandais pourront ainsi bient\u00f4t venir vers notre pays depuis Kampala avec un visa humanitaire, accompagn\u00e9s de leurs parents.<\/p>\n

Le ministre remercie les autorit\u00e9s ougandaises pour cette d\u00e9cision, et en particulier le Pr\u00e9sident Yoweri Kaguta Museveni, avec qui il a eu une r\u00e9union le 22 septembre, en marge de l’Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies \u00e0 New York. Lors de sa rencontre avec le pr\u00e9sident ougandais, le ministre a soulev\u00e9 le cas de ces quatre enfants adoptifs.<\/p>\n

Didier Reynders est heureux que les parents pourront bient\u00f4t rentrer \u00e0 la maison avec leurs enfants. Ils ont v\u00e9cu trop longtemps dans l’incertitude.<\/p>\n

Les autorit\u00e9s ougandaises et belges ont eu des consultations permanentes. Un premier groupe de six enfants a re\u00e7u fin ao\u00fbt l\u2019autorisation et le visa, et se trouve entretemps dans notre pays.<\/p>\n

Pour les quatre autres enfants, la situation juridique \u00e9tait diff\u00e9rente car leurs dossiers ont \u00e9t\u00e9 d\u00e9pos\u00e9s apr\u00e8s l’entr\u00e9e en vigueur de la nouvelle loi sur l’adoption. Suite \u00e0 cette nouvelle loi, les possibilit\u00e9s pour les \u00e9trangers pour adopter un enfant ougandais ou pour devenir leur tuteur ont \u00e9t\u00e9 r\u00e9duites. C\u2019est pourquoi il a fallu rechercher une solution qui \u00e9tait en conformit\u00e9 avec le droit ougandais et le droit belge.<\/p>\n

L’ambassade de Belgique \u00e0 Kampala reste \u00e0 la disposition des parents pour une assistance administrative et pratique dans le traitement de cette proc\u00e9dure.<\/p>\n
