Among the Asian nations on the list are Thailand, Sri Lanka, the Philippines and China.<\/p>\n<p>A Bollywood actor Varun Dhawan celebrates pre-Christmas Day with kids at an Indian orphanage.<br \/>\nBollywood actor Varun Dhawan celebrates pre-Christmas Day with kids at an Indian orphanage.<br \/>\nGetty<br \/>\n\u201cOfficers from the department have been there and checked what they&#8217;ve got in place,\u201d Mr Gillespie told SBS News.<\/p>\n<p>\u201cThe recommendation is to start with small numbers and obviously observe and make sure that what is in place on paper is what happens in reality,\u201d he said.<\/p>\n<p>\u201cWe don&#8217;t want to see child trafficking, we don&#8217;t want to see children that aren\u2019t getting what they deserve. That is a permanent, safe, caring home.\u201d<\/p>\n<p>Mr Gillespie said in the lead up to the 2010 decision, orphanages were acting as the \u201cmarketer of the children\u201d and playing the leading role in putting them up for adoption.<\/p>\n<p>He said the Indian states were now in charge and were running the system more ethically.<\/p>\n<p>File image of David Gillespie (AAP)<br \/>\nAssistant Minister for Children David Gillespie is also considering allowing adoption of children from Kenya.<br \/>\nAAP<br \/>\nThe government could also move on a new adoption deal with Kenya, Mr Gillespie said.<\/p>\n<p>Liberal senator Lucy Gichuhi, who migrated to Australia from Kenya, had already held preliminary talks with the Kenyan president.<\/p>\n<p>Mr Gillespie said the Kenyan leader was \u201ckeen to reopen discussions\u201d but stressed there were \u201cmany steps before we get to the stage we&#8217;ve reached with India\u201d.<\/p>\n<p>\u2018It cannot be done right\u2019<br \/>\nOne anti-trafficking group has warned the Indian adoption system is still plagued with scandals and corruption, urging the Australian government not to proceed with reopening the pipeline.<\/p>\n<p>\u201cI\u2019m pretty sure that trafficked children, children who have not been properly [cleared] for adoption will end up with Australian parents,\u201d Arun Dohle from Against Child Trafficking told SBS News, speaking on the phone from the Indian city of Pune.<\/p>\n<p>Mr Dohle said there were still trafficked children sold to Indian orphanages and he alleges corruption in the country\u2019s child protection agencies was allowing children to slip through the cracks.<\/p>\n<p>He said there was \u201cabsolutely no way\u201d to conduct proper vetting because the Hague convention makes background checks the responsibility of the source country.<\/p>\n<p>\u201cThey have to trust the Indian authorities,\u201d he said.<\/p>\n<p>\u201cAustralia would do much better assisting India to take care of the children instead of importing them from India. It cannot be done right.
